As explained in the New Hampshire Union Leader's article:

"THE IECC 2021 Energy Codes have come to be a controversial issue in states like New Hampshire that are experiencing an unprecedented housing crisis. Some view the adoption of these codes as an environmental imperative, and others as a regulatory burden that will drive costs up further.

The International Code Council (ICC) was established in the early 1990s to develop a standardized set of building codes to help construct safe and affordable homes. Life safety and property preservation were the core objectives.

In recent years, however, things have changed. Politicians and activist groups have co-opted these codes to push agendas that have grown to be more and more extreme, and less focused on life safety and the preservation of property."
